We should evaluate what's the minimum size devnet that we can have and still be able to collect useful data from it. We can then introduce this concept of "ephemeral devnets".
Then we can have a script (or incorporate this into lineractl maybe?) that can spin up and tear down this small devnet.
Ideally we can try to make the spin up and tear down time as fast as possible somehow, and maybe even have the devnet be automatically torn down after some predefined (and maybe configurable?) TTL, to avoid people from spinning up devnets and forgetting them, to be cost efficient.
