Description
This PR enables to use the tendermint ibc client.
Motivation and context
Finscha needs to use the tendermint ibc client in order to connect to the Cosmos ecosystem directly. As such, this PR enables to use the tendermint ibc client.
How has this been tested?
I confirmed to enable performing ibc between Finshia and Gaia in this branch. You can check it using this script.
