SDL_DYNAMIC_API needs to become SDL3_DYNAMIC_API #6626

SDL_DYNAMIC_API needs to become SDL3_DYNAMIC_API, so apps can override SDL2 with an sdl2-compat build and also override SDL3.

(Failing that, sdl2-compat needs to see this is set and unset it before loading SDL3. But I'm also thinking of the guy that had SDL 1.2 plugins under sdl12-compat that wanted to also talk to pieces of SDL2 directly.)

I fixed this awhile ago, in a3225ae, and forgot to close this issue.
