QUIC transport seems to perform slower on windows (at least in CI) #2341

Windows qlog does not look good. Large latency in the RTT measurement and the session takes ~300ms with a lot of gaps of inactivity on a recording with just 2 streams.

image Looks like the machine is busy doing other stuff. It takes 20ms to just generate the ClientHello.

RTT measurements are also all over the place, varying between <1ms and 10ms.
