Reviewer handles auth tokes differently to xpub now. We implemented changes to the submit controller of journal to take this into account.

Once we are confident in reviewer and have shut down xpub:

remove conditional handling of token i.e. always do it the reviewer way
ensure that the 'Submit' button on journal homepage works (for user logged into journal and not logged in)
