Update the Liatrio OTel Collector to use OCTO-STS

Overview

Instead of maintaining a dedicated GitHub App with App Secrets, we should move to creating a dedicated main branch, octo-sts configuration for releases, and potentially a dedicated version for pull requests.

Criteria

• Add the semantic release octo-sts configuration
  • example can be found here https://github.com/liatrio/dora-api-intermediary/blob/main/.github/chainguard/semantic-release.sts.yaml
  • will need to be updated with a better subject_pattern
• workflows are updated to use the generated octo-sts token.

NOTE: Not all workflow/actions need to use octo-sts, some should still use the default GITHUB_TOKEN
