The below commit has caused degradation.
leo-project/leo_redundant_manager@ec22232

For more details,
The above commit have deleted part of the below commit which intentionally convert string() type to atom() type about dc_id, cluster_id in order to unify data type of those fields between 1.1.x and 1.2.x.

We need to rollback that logic.
