Unstarted quiz page opened from learner summary opens empty and is unclear

Observed behavior

Observed while testing #13037 (comment): clicking on a not started quiz (meaning that is still not available to learners) appears as if there are no questions in it.

My suggestion would be to at least add a string Quiz not started to palliate a bit the blank page and make the quiz report more clear.

User properly notified that the quiz they opened is not started.

User-facing consequences

Confusion and thinking that the quiz is somehow broken (and not just not-started) since no questions appear.

Steps to reproduce

• make sure that there is one quiz assigned to learner that has not been started
• go to Coach - Learners, and click to open the quiz that has not been started

• Kolibri version: 0.18
• Operating system: all

@radinamatic - I think this may be resolved by @LianaHarris360's work in progress around quiz report visibility. Maybe when you or @pcenov are reviewing #13064 we can see if this is still appearing there, or if that work solves it? And Liana, maybe if this is not "automatically" fixed by that work, perhaps you would be willing to pick this up?
