When scrolling, the cursor follows the scroll instead of staying in a field on iOS?

With iNoBounce disabled, the cursor disappears while scrolling, and when scrolling stops, it reappears in the field. With iNoBounce enabled, the cursor stays on the screen—see screenshot below. This behavior can be observed here
