The missed 'section X' references are all very straightforward, and the sections do exist in the document (https://edit.laws.africa/documents/12712/).

Oh this one's a fun one: it's breaking because section is a defined term:

<p eId="part_V__sec_17__p_1">Notwithstanding <term refersTo="#term-section" eId="part_V__sec_17__p_1__term_1">section</term> 15 the Managing Director may, in writing under his hand, 

we look for "section 15" only in a single text node.

Not to mention linking "section" everywhere in the document as the special defined term :(

looooool I did not think to look for that. this seems like a super special case — we can work around it by removing definitions, linking references, and linking definitions again after. I guess it's an interesting question though!
