[ja] Update learning environment content to follow the [en] version

What would you like to do

• redirect configuration about minikube.md, kind.md
• remove these files

same as #24533

Why is this needed

Because the content of [ja] does not follow the [en] version.

FYI: why [en] made these changes (in my understanding)
#15969
Dual-hosted content places undo burden on maintainers to ensure content is up-to-date in both places.
With all minikube installation configuration instructions on the minikube site, hopefully all minikube environment errors will be directed to the minikube team.
