What would you like to be added:
Add unit test for CQ validation for unsupported configurations (the inactiveReason)

Why is this needed:
Increase test coverage.
Follow up to discussion: #3320 (comment)

Completion requirements:

This enhancement requires the following artifacts:

  • Design doc
  • API change
  • Docs update

The artifacts should be linked in subsequent comments.
