Cinder-CSI should honor cluster_name

Environment:

Kubespray version (commit) (git rev-parse --short HEAD):

Cinder-CSI plugin hardcodes the --cluster variable to "kubernetes". It would be better to honor the global cluster_name variable, as the OpenStack Cloud Controller already does.
Here's a small PR to achieve this, but I won't sign any legal docs for a one-line patch, so feel free to add it if you want:
