Ability to disable mail sending

I suggest adding a setting for whether or not an e-mail report should be sent.

An alternative could be to make the current code check if the $PSEmailServer setting is empty/null, and then not try to send the e-mail, but I think it's much clearer if we introduce a separate setting for it.
