I have not installed this from the repo, I use the version available on the website.

The issue occurs when running screenbloom while windows 10 HDR mode is enabled. My mouse freezes up a lot and it feels like my screen is running at 15hz. Watching 1080p 60hz content on youtube is slow, and games are unplayable like this. Disabling HDR mode returns the mouse and screen to normal.
I have tried adjusting the update speeds because I thought that might have been the issue, but no go.
I don't know much python but if you point me in the right direction I might be able to take a look and figure out the problem myself.

So are you able to run HDR mode without ScreenBloom no problem? I don't believe I have encountered this problem when running W10 HDR mode and ScreenBloom, will have to do some more testing to confirm.

One thing to try would be to set an Update Buffer, perhaps your CPU is running the program's update loop too fast and causing problems. Set an Update Buffer to like .1 seconds and see if that smooths things out.
