ここで、Ratedな参加者だった場合に値をデクリメントする必要があると思います。
(result_row["OldRating"]はコンテスト前のRatingですが、result_row["Competitions"]はコンテスト後のRated参加の回数です)
また、このずれによってdifficultyの値もずれています。(数十程度低く算出されています)
