Pre-made actor for applying effects to drawings is not system-agnostic #290

Describe the bug
It appears that the Zone Effects actor doesn't appear in the compendium when in games that aren't dnd5e. The actor's JSON seems to indicate it's dnd5e specific. Is this feature in general dnd5e-specific?

To Reproduce
Steps to reproduce the behavior:

  1. Run a game in the dnd4e system.
  2. Look in the compendium for the "Zone Effects" actor.
  3. The Zone Effects actor is missing.

Expected behavior
I expected to be able to use the Zone Effects actor as a template for making Zone Effects for actors in my game.

  • OS: Whatever Forge's hosting is on, my client is on Win11
  • Browser: Chrome
  • Foundry Version: v11 Stable
  • Module Version 0.7.5
  • All Modules Disabled: Yes
