build(FEC-10700): Improvement for CI/CD

Description of the Changes

1. add the number of commits from the master
2. handle two calls after deployment for each repo.
3. releases from the no-master branch won’t be taken to beta/latest release.
4. curl request check failure.
5. don't stop the release after conventional-github-releaser failed

• changes have been done against master branch, and PR does not conflict
• new unit / functional tests have been added (whenever applicable)
• test are passing in local environment
• Travis tests are passing (or test results are not worse than on master branch :))
