Release SRIOV Network Operator v1.1.0

We don't have a new release for a long time. We've got a lot of things merged since initial community release.

It's good to include following items in a new release:

• New sriov-cni image: Release sriov-cni v2.6.2 sriov-cni#198
• New ib-sriov-cni image: Release ib-sriov-cni v1.0.2 ib-sriov-cni#61
• Update sriov-network-device-plugin: Release sriov-network-device-plugin v3.4.0 sriov-network-device-plugin#385
• Update network-resources-injector: Release network-resources-injector v1.3 network-resources-injector#116
• Close Add version tags to the containers, instead of just being linked to a commit #185
• Add new chart to https://github.com/k8snetworkplumbingwg/helm-charts #11
