Is your feature request related to a problem? Please describe.

As explained in the GitHub Blog post, the new versions of upload/download artifacts are not backwards compatible with v3. Additionally, node16 based actions are being removed in H12024.

Describe the solution you'd like

A single commit which update all uses of both actions in a single commit.
