Open chat UI as full panel

For quick usage, the chat UI panel as a side panel makes a lot of sense. However, for some usage cases, that starts to be a ton of content for a side panel. I believe we should allow the user to open the chat UI as a full main area panel. We could do this by allowing them to move it between the side panels and main area ("or") or by allowing them to have it in both places if they want ("and"). The second is probably easier given that could just show a card on the launcher.
