Requirements:

• use pandocfilters.applyJSONFIlters's list of actions to pass in sequences of actions.
• expose the input and output format

perhaps something like: https://github.com/spatialaudio/nbsphinx/blob/master/nbsphinx.py#L744

Should allow addressing #291 directly
