Allow duplicate files in the data-files clause.

Example: the misfortune package:

* Library misfortune
* Command
/Users/judah/repos/pier/_pier/tmp/nb65kccszNtUGJYjjOOH2N7J8SdG9KUBUXpgXR7NRkY10/_pier/artifact/out/data-files/data/normal/bash.ix: createSymbolicLink: already exists (File exists)

Also improve that error message, which also appears in some other incorrect uses of shadow.
