Incorrect `need` on `include-dirs` #133

When building Haskeline locally with Pier, it doesn't handle the include-dirs correctly:

* Library haskeline
* Command
* includes
Build system error - expected a file, got a directory:
  Directory:  includes
Probably due to calling 'need' on a directory. Shake only permits 'need' on files.
