By default do not use any external authoritative DNS servers, disable unit test that calls external DNS server. The previous behavior can be brought back by exporting USE_UPSTREAM variable, e.g. export USE_UPSTREAM=1.

It seems that querying the authoritative nameserver
for the domain is not generally supported during tough
times.
