Is it possible to create Azerbijani language pack for Joomla 3.8

com_localise lets create new packs by copying existing ones, and just modifying the language tag (in your case to az-AZ).
But this feature will not translate for you the strings used.
You would still have to translate the strings (in com_localise too) before making an installable pack.
