The global variables React and ReactDOM need to be used in the office-ui-fabric-react library. I referenced the react.js and react-dom.js files directly from the index.html before the vendor-bindle.js so that office-ui-fabric-react had access to these global variables when it referenced them. I was unable to find a better way to do this, but want to keep digging.
