I came across this: https://services2.arcgis.com/VkOe3q7u7LGe1XcE/ArcGIS/rest/services.
which is linked to user CentralShenandoah. I keep seeing references to PDC and there's definitely some good looking datasets:
http://cspdc.maps.arcgis.com/home/search.html?q=owner%3A%22CentralShenandoah%22&restrict=false&start=1&num=20
so seems maybe legit Planning District data, but considering its all tied to an unaffiliated account: https://cspdc.maps.arcgis.com/home/user.html?user=CentralShenandoah, not sure if this is acceptable here.
