Upgrade to LLVM 17 and latest Rust nightlies

The Docker setup here still seems to have LLVM 16 and Rust 1.70.0, which at this point is far behind the current stable as well.

Yes Rust already using LLVM 17 since 1.73 (October 2023?).

I dont know if current LLVM passes work out of the box on 17 as this PoC is based on Hikari... there are other candidates however:

Hello, any update on this? I tried using https://github.com/61bcdefg/Hikari-LLVM15/tree/llvm-17.0.6rel and it works really good, most features fixed like string encryption. Maybe an update?
