Use ideas from my Rimworld scenariogen mod and Workers & Resources scenario script.
Configurable distribution (bad / average / good) of points - allow going over pre-allocated point values (?) - i.e. difficulty level
Configurable distribution of variance (a couple good traits vs a couple bad, up to like 10 of each)
Backstories
Pre-determined Missions based on backstory/profession/trait/etc
If/when world-sized biomes and endgames come in, different endgame conditions based on above
