I like it however this lead to a problem which the notification popup will stay on top for very long time, especially when a chat app is active with many messages (because each notification will stay on screen for some seconds before next notification shown up)

I have an idea to "fix" this. Instead of we prevent app deleting all notifications, lets these apps delete their own notifications but keep the last one in the queue.
