Safari no longer supports unsafe extensions warning
From Safari Extensions JS Documentaton:

“Use Safari app extensions to add features to the Safari browser. To convert your Legacy Safari Extension to a Safari App Extension, see Converting a Legacy Safari Extension to a Safari App Extension.”
