The opc.ai option would be to just use the existing JSON endpoints of https://opc.ai/repositories.json?q=jfrux as an auto complete for the fields and still let them enter their own if it doesn't find it...
opc.ai has worker processes and archives / updates all repos in the github api every hour or so.

https://opc.ai/repository_branches endpoint will need about 5 minutes of work to tweak it to respond to full-text queries and response as json.
