Limit upload rate or Limit upload share ratio add to “Context Menu Items”

As we know, qbittorrent's right click menu has a limited upload speed and a limited upload share rate.

But unfortunately, such basic functions are not integrated into flood ui. I don't know if it was just a problem when I set it up, or if the feature wasn't there at all, or if the API was difficult to implement.

Hope to add this feature to the mail menu.
