Remove JENKINS-73900 workaround

Once the fix for JENKINS-73900 is merged, released, and adopted, the workaround added in #1749 should be deleted.

@haresahani we don't assign issues to those who are not maintainers. We find it increases overhead for maintainers and slows the work of other contributors. The fix for JENKINS-73900 is not merged, so this work cannot be done yet.

We would love to have your help testing the proposed fix, if you are a Subversion user and available to test it:
