As far as I can tell from the output of curl --silent https://repo.jenkins-ci.org/api/repositories/public | jq -r '.', we are already mirroring the Atlassian public repository.

• Remove jcenter, and oss.sonatype.org-releases repositories from public virtual repository; reconfigure Atlassian remote repositories #3842 (comment) describes the exploration in Dec 2023 to reduce artifactory bandwidth use and that repository was added to the list.

Is the requested artifact hosted on that repository? As far as my investigation found in Dec, there were dependencies from the Jira plugin on artifacts that are not hosted publicly by Atlassian.

I confirm @MarkEWaite assumption: we are effectively mirroring this Atlassian public repository without any artifact fitlering.

See jenkinsci/blueocean-plugin#2542 (comment): the dependency is not present in this remote repository which means we have to find where does it come or bump it to a recent one (there are available patch updates)
