Update stdlib to '4.11.0', and 'sed' to 'file_line'

We need to update our stdlib library from 4.6.0, to 4.11.0, within our Puppetfile. Then, we need to update corresponding sed implementations to remove lines, with the following implementation equivalent:

    file_line { 'remove-duplicate-permitemptypassword':
        ensure            => absent,
        path              => $sshd_file,
        line              => 'required-ignored-placeholder',
        match             => '^.*PermitEmptyPasswords yes.*$',
        match_for_absence => true,
        multiple          => true,
