[Tariffs] Employee without permission can edit a location card

Preconditions

1. User should be on position which doesn't have permission to edit a location card (e.x. navigator)
2. User should be logged
3. Go to https://www.greencity.social/#/ubs-admin/tariffs

Steps to reproduce

1. Select region in dropdown list in the top of page (e.x. Kharkiv region)
2. Select location card and on location card press 3 dots and click on "Edit"
3. In pop-up window "Edit card" change Courier, add Receiving station, add city
4. Press "Edit" button
5. Overload the page, select region and verify the result

Actual result
Employee without permission can edit a location card

Expected result
The button "Edit" in dropdown list must be desibled
