[Tarrifs] Navigator can can add and edit tariffs for services

Preconditions

1. User should be on position navigator
2. User should be logged
3. Go to https://www.greencity.social/#/ubs-admin/tariffs/location/9

Steps to reproduce

1. In the section "Tariffs for services" click on "Add tariff"
2. In pop-up window "Add tariff" fill in all fields and click on "Add" button
3. Click to pencil for editing tariff.
4. Make changes in fields and enter "Save" button

Actual result
The button "Add tariff" is active. Fields in pop-up window "Add tariff" are active. After filling in all fields the button "Add" becomes active. New tariff is added.
Navigator can edit tariffs.

Expected result
Navigator has no permission to add and edit tariffs. All buttons in the section "Tariffs for services" are disabled for navigator.
