2. User should be logged
3. Go to https://www.greencity.social/#/ubs-admin/orders

Steps to reproduce

1. Go to tab "Orders"
2. Go to tab "Customers"
3. Go to tab "Sertificates"
4. Go to tab "Employees"
5. Go to tab "Tariffs"

Actual result
On pages where employee doesn't have permissions an error 403 appears, spinner is displayed

Expected result
On pages where employee doesn't have permissions the message "You don't have permission to view this page" appears
