2. Main UBS menu -> page 'Тарифи' should be opened

Steps to reproduce

1. Click on the 'Add service'/'Додати послугу' button
2. Pay attention to the 'Capacity'/'Об’єм' field

Values >= 0 are allowed

Expected result
Valid values should be from 1 to 999
