[Change request to #3190] Clarification of order status "Скасовано" - add the reason

Description of a Change request:

Clarification for button “Додати” on the “Додати причину скасування замовлення” pop-up window when administrator changes order status to “Скасовано”.

Reason for Change:

Improvement of current requirements after PO review.

Acceptance Criteria:

1. Button “Додати” is disabled by default. If administrator checks the radio button, the button “Додати” should be enabled.
   When the administrator clicks on it, the reason is saved and the pop-up should be closed.
