Change request for US #4644 - Save the change of the notification, platforms status

Description of a Change request:
New input info from the project owner for better usability of the form.

Reason for Change:
Clarification of business rules.

Acceptance Criteria

1. GIVEN the User want to save changes in status of the notification and/or platform
   WHEN the User clicks the button “Зберегти зміни" (Save changes) in the field of the notification
   THEN changes are saved

The button “Зберегти зміни" (Save changes) is inactive by default and active after any changes in the notification page.

2. GIVEN the User does not want to save changes the status of the notification
   WHEN the User clicks the button “Скасувати" (Cancel) in the field of the notification
   THEN changes are not saved
   AND the user will see the previous view of the notification window.

3. GIVEN the User want to return to the notifications list without any saving
   WHEN the User clicks the button “Скасувати" (Cancel) in the field of the notification
   THEN changes are not saved
   AND the user will see the previous view of the notifications list page.
