Description of a Change request:
Add the informative messages to the section 'Export details' and 'Responsible persons' default view when order status is 'Узгодження'

Reason for Change:
UI improvements of UBS Admin Cabinet . Order details after PO review.
It is needed to inform the administrator that fields within sections 'Export details' and 'Responsible persons' must be filled when the order status is 'Узгодження'

Acceptance Criteria
An administrator has opened an order from the current orders view table he sees the order details. (Order form-Admin/ Default https://www.figma.com/file/092AhCGadc1Hq8nAysxmYB/ITA-Greencity-%D0%A3%D0%91%D0%A1?node-id=27725%3A103172&t=xnn2QNKzIIzW3ZvY-4)
After changing the status from 'Підтверджено' to 'Узгодження' the following informative messages appear near the title of sections 'Export details' and 'Responsible persons':
