[UBS. Admin. Tariffs] The 404 occurs when Admin adds new service into the tariffs card

Preconditions

1. Go to https://www.testgreencity.ga/GreenCityClient/#/ubs
2. Sign in as Super admin
3. Go to page "Тарифи" and click on the tariffs card (e.g. Київ)

Steps to reproduce

1. Click on '+Add service'
2. Fill up the necessary fields in the pop-up 'Add service' with valid data and press the 'Add' bttn
3. Open DevTools and pay attention to the error

Actual result
The 404 occurs when Admin adds a new service to the tariffs card

Expected result
The Admin can add new service to the Tariffs card
