[Change request to #3190] Clarification for field of order cancelation reason "Свій варіант"

Description of a Change request:
Add requirements for case "Свій варіант" of order cancelation

Reason for Change:
Changes in requirements, UI improvements

Acceptance Criteria

1. Button “Додати” is disabled until the administrator fills a minimum 1 character in the comment field of adding reason form (Pop-up title is “Додати причину скасування замовлення”).
2. The comment field can't be empty, and the error message appears when Admin leaves this field empty. The text of the error message is the next: "Поле не може бути пустим" for UA localization and "The field can't be empty" for EN localization
3. When the Admin changes the order cancelation reason from "Свій варіант" to another one ("Привезено на станцію самостійно"/"Переїзд"/"Виїзд з міста"/"Не сподобався сервіс") the field with a comment should be disappeared.
4. When the Admin extends the comment field in order to display all content of the typed text in the field - the side scroll should appear on the pop-up “Додати причину скасування замовлення” and allow Admin to scroll on it

Impact of Change
[3190] Acceptance criteria 9 Button “Додати” enabled by default. When the administrator clicks it, the reason is saved and the pop-up should be closed.
