Rules of activation/deactivate/delete cards

As an User and Admin, I want to know the rules of activation of pricing cards so I can make new cards, delete or deactivate them.

Acceptance criteria

1. In the tariffs section “Тарифи”, tariffs should be set at which services will be provided to clients
2. “Pricing card” consists of:

• Location (Region, City),
• Receiving station,
• Courier
• Tariffs (addition card)

3. “Tariffs card” consists of:

• services “Послуги” - main services for clients,
• services “Сервіси” - additional services for clients,
• limits for orders, as order sum and numbers of packages
• minimum of types of packages

4. "Deactivate" means delete Pricing card, Courier, Location or Receiving station from the database. If there is an order in the database with any of the status used in the above items, it cannot be deleted.
