Starting view for the pricing page ("Тарифи")

As a Super Admin, I want to be able to see all pricing card in "Тарифи", so location, transportation couriers, receiving station and status could be set for a page

User Flow
Main UBS menu -> Choose "Тарифи”

Preconditions
The user should be logged in as a Super Admin

Acceptance Criteria
When the User tap to the “Тарифи” he/she will see these fields always. Other information may change, depending on the ones entered.
The page has a title “Тарифи” and will contain the following information:

From minimum 1 to maximum 40 characters are allowed.After typing 1 characters, the system shall show the region suggestions based on the location database. Suggestions are displayed by a drop-down list. The field must contain the option "Усі" in the list.
“Місто”	Input field, drop-down list with check boxes	Optionally	Placeholder in gray color “Оберіть місто”	Only alphabetic characters and special characters “-” (hyphen), " " (space) and " ' " (apostrophe) are allowed. From minimum 1 to maximum 40 characters are allowed. After typing 1 characters, the system shall show the city suggestions based on the location database. Suggestions are displayed by a drop-down list. The field must contain the option "Усі" in the list.
“Кур’єр”	Drop-down list	Optionally	Placeholder in gray color “Оберіть кур’єра”	Only alphabetic characters, special characters “-” (hyphen), " " (space) and " ' " (apostrophe) and numbers from 0 to 9 are allowed. The field must contain the option "Усі" in the list.
“Станція приймання”	Drop-down list with check boxes	Optionally	Placeholder in gray color “Оберіть станцію”	Only alphabetic characters, special characters “-” (hyphen), " " (space) and " ' " (apostrophe) and numbers from 0 to 9 are allowed. The field must contain the option "Усі" in the list.
“Стан”	Drop-down list	Optionally	“Активно” in black color by default	The field must contain options "Усі", “Активно”, “Неактивно”, "Незаповнена" in the list.

When the user first visits the page, he/she sees an empty sheet with only the specified fields.

When the administrator starts creating pricing cards with locations, a table with active cards will be displayed on the page under the specified fields by default
