We want to keep the config we find here
https://github.com/iree-org/iree/blob/main/compiler/src/iree/compiler/Codegen/LLVMGPU/KernelConfig.cpp#L2199

But we want to lower using LLVMGPUTileandFuse instead of LLVMGPUVectorize
