Streamline newcomer contribution/engagement

IPFS is a massive project. As it's development continues i believe it will become increasingly important to enable as many people as possible to participate. As such it is extremely important for people to be able to easily find what the community is working on and how they can help.

There is much we can do in the way of improving this

Contributing

• Improve contributing guidelines.
  • Remove links to depreciated repos.
  • Update broken links.
  • Reference helpful tools / resources (like waffle boards, reading list, etc)

Roadmap

• Update roadmap to 1.0.0
• Proposal: Make a Meta-Roadmap
  We could make a roadmap for the whole project with each item in the list a link to a repo specific roadmap or issue handling each item. Ideally whatever is done should be easily maintainable and updated often enough to be useful. Input highly appreciated.

Repo Documentation

• Make depreciation more obvious (looking around i found someone mentioned this. GitHub Hygiene: Develop a standard way to indicate a repo/project is deprecated ipfs-inactive/docs#54)

Reading list

• Make a terminology cheat sheet/ dictionary
• Introductory concepts guide

If anyone else has any ideas I'll add them to the list.
